Carbon Dioxide Cost Sharing Act
The german Carbon Dioxide Cost Sharing Act (CO2KostAufG) regulates how CO₂ costs are distributed between landlords and tenants. In non‑residential buildings, costs are currently split equally but will be replaced by a tiered model at the end of 2025 that, similar to residential buildings, allocates a higher share of emissions costs to owners of less efficient buildings. The less efficient the building, the higher the owner’s share of CO₂ costs.
For the building sector, the law creates clear financial incentives to implement energy efficiency measures and reduce fossil energy consumption. Energy‑inefficient buildings face an increased risk of rising operating costs and sustainability‑related value losses, known as brown discounts.
